Environmental Site Assessments (ESAs) Services
Cura provides Phase I, Phase II and Phase III environmental site assessment services aligned with industry standards and regulatory requirements.
A Phase I ESA evaluates a property’s environmental condition through records review, site inspection and interviews with property owners or operators. This assessment follows American Society for Testing and Materials (ASTM) E1527-21 protocols and identifies recognized environmental conditions (RECs) that may indicate contamination. Property buyers, lenders and facility operators use Phase I ESAs to assess environmental liability and manage risks, usually before real estate transactions.
We’ve previously conducted a Phase I ESA for a law firm on four producing oil and gas fields covering approximately 500 individual wells. Each field was assessed for oil spills or leaks from aboveground storage tanks, wellheads, separation facilities, valves and piping. A naturally occurring radioactive material (NORM) survey was performed at the tank batteries, separators and wellhead equipment. Cura also reviewed compliance placarding and security provisions and practices at each oil and gas field to ensure regulatory compliance.
Phase II investigations involve direct soil and groundwater sampling to confirm or rule out hazardous substances, petroleum products and other contaminants identified during Phase I assessments. These evaluations also assess the source and potential impacts of the RECs on the subsurface at a site. Phase II assessments usually follow the ASTM E1903-19 standardized framework.
Cura conducted a Phase II investigation on a multi-tenant strip shopping center for a real estate development company. The Phase II investigation was performed in response to a Phase I ESA, which identified two dry cleaners and possible historical petroleum hydrocarbon contamination beneath the site.
Soil and groundwater samples obtained from several temporary monitoring wells installed across the site did indicate both soil and groundwater contamination from the dry cleaners and the historical petroleum hydrocarbon release. The site was recommended for admission to the State Voluntary Cleanup Program.
Phase III marks the remediation phase and usually follows Phase II sampling and testing that confirm site contamination. During this phase, specialists determine the extent of contamination and then develop and execute an environmental remediation plan. While Phase I and Phase II follow standardized protocols, Phase III approaches vary based on the site conditions, contaminant types and regulatory frameworks.
For a major gasoline retailer we’ve previously worked with, an oxygen release compound (ORC) Corrective Action Plan was written, approved by the state and implemented at a gasoline service station with BTEX contaminated groundwater. A total of 41 soil borings were installed, and ORC was injected into each boring in a discrete subsurface interval.
Results were monitored according to an Operation, Maintenance and Performance plan over the following year. The ORC treatment reduced contaminant concentrations to levels protective of human health according to the site risk assessment.
