Your Obligations Under Federal Recovery Frameworks

According to FEMA’s National Disaster Recovery Framework and the National Response Framework, federal agencies, state environmental agencies and private-sector partners each carry specific roles across the full recovery arc, from initial notification through final site closure.

Businesses designated as the responsible party are accountable for initiating cleanup, meeting state notification windows and maintaining the documentation required for regulatory sign-off. Gaps in that record can create exposure to secondary claims and delay or prevent regulatory closure. A private-sector manager who already knows this system and its requirements brings faster, more defensible results.

Emergency Management Phases

Disaster response involves four phases:

  • Mitigation: Pre-disaster actions are taken to reduce the likelihood or impact of a future incident, including hazard assessments, compliance planning and structural safeguards at the facility level.
  • Preparedness: This step involves developing the plans, protocols and contractor relationships needed before an incident occurs, so that the right resources can be mobilized quickly.
  • Response: Immediate actions are taken to protect life, property and the environment in the aftermath of an incident, including scene control, containment, hazardous material isolation and regulatory notification.
  • Recovery: The process of restoring normal operations once the immediate threat is addressed, covering cleanup, remediation, waste disposal, lab analysis and regulatory closure.

How Cura’s Expertise Supports Each Phase

We have built our services around the four phases of emergency management, with a dedicated incident manager overseeing your project.

We assist facilities with spill prevention, control and countermeasure plans, facility response plans and stormwater pollution prevention plans tailored to your facility. Compliant, current documentation helps limit liability, satisfies agency requirements and strengthens your position if an incident does occur.

Cura’s one-time, nonexclusive spill agreement establishes your response structure in advance, with no retainers until you call. Prenegotiated rate sheets across our 1,000+ contractor network and invoice auditing are already in place, so cost control begins from the first call.

Our 24/7 emergency disaster response service involves isolating the release and stopping secondary contamination through soil, groundwater and storm drain pathways. We then conduct the post-disaster site assessment and define where contamination traveled and what regulatory obligations follow. Our specialists handle state and federal reporting to meet notification deadlines.

Our hazardous waste cleanup and disposal services cover soil excavation, liquid waste extraction, manifesting, transport and licensed disposal with a documented chain of custody throughout. Where damaged products, contaminated inventory or recoverable materials are present, our on-site waste specialists assess opportunities for beneficial reuse and recycling to help minimize disposal volume.

For sites requiring longer-term restoration, we lead Phase I, II and III remediation with conservative work planning and updated cost reserves to keep budgets predictable. The final deliverable is a comprehensive closure report to support regulatory sign-off.

When we sell a policy, we are also selling the 24/7/365 service that Cura provides. That’s a significant value-add for our customers. Cura got involved on a claim with an original estimate of $400,000. By using its local vendor, identifying a better waste disposal site, and negotiating the final cleanup with the regulatory agency, Cura reduced the final cost to $2,000. Cura’s pre-negotiated contracts with its vendors allow us to have boots on the ground almost anywhere, right away. That speed is critical because a lot of the cost is incurred in the first 24 hours of an emergency. That’s how we contain the situation — by getting someone out there who knows what they’re doing. Cura excels at acting as a liaison with local regulators, interacting effectively with our customers, and quickly assessing what should and can be done.
